Not merely because a major automobile project moved from West Bengal to Gujarat, but because it raises a question that remains relevant for every CEO and Board:

The broad timeline tells the story:

โ€ข 2006: Singur selected for Tata’s small-car project. Opposition over land acquisition emerged almost immediately.

โ€ข 2006โ€“07: Farmer concerns grew into sustained protests and a major political movement. Construction nevertheless proceeded.

โ€ข January 2008: Nano was unveiled nationally to extraordinary attention. While the product narrative was gaining no momentum, the stakeholder conflict at its proposed manufacturing home remained unresolved.

โ€ข Augustโ€“September 2008: Protests intensified. The issue moved beyond reputation and began affecting employees, suppliers, construction and project continuity.

โ€ข October 2008: Tata decided to leave Singur. Within days, Sanand in Gujarat was announced as Nano’s new manufacturing location.

This is where the case becomes fascinating from a strategic communication perspective.

Did Tata understand the consumer better than it understood the stakeholders surrounding the project?

Was stakeholder mapping and engagement inadequate before such a major investment was committed?

Did Tata rely too heavily on the state government to manage the land and community issue – only to discover that the resulting reputation problem carried the Tata name?

Or was the opposition already so politically mobilised that even the best communication strategy could not have changed the outcome?

Was it a communication failure – or was there a pre-determined attempt to make the project untenable?

That was the moment communication ceased to be about publicity and became a management decision.

The lesson from Singur may therefore be larger than Nano:

Strategic Communication should not enter after a business decision has been made. It should bring stakeholder intelligence into the room before the decision is made.

Because when stakeholder sentiment can influence whether a factory can operate, communication is no longer a PR issue.
